There's actually a random spawn point above embershard mine. When you first start the game,its like a hunter and his dog when you first approach it. The fleeing vampire can run into it if you get decently close to the point. I have seen the vamp near shimmermist spawn run into shimmermist cave and end up halfway in the cave.You will find him in Embershard mine near the smithing forge,there is also a smelter,sharpening wheel,work bench and tanning rack. He sells a spell tome to summon him. You can ask him to follower you like a normal follower or use the console command below,he will still have the follow me option and merchant dialogue.
